Are these the different video standards? If so, then at what rate do these standards transmit these frames? I guess a standard with low frame resolution might define a higher frame rate in order avoid artifacts.

All video standards should be transfered at the rate of 25 frames per second(FPS) in order to avoid flickering. I think you have confused between frame rate and bit rate.
